Shouldn't we choose default regions that are available on all plan types? us-west-1 will throw an error for Hobby & Starter plans:
"Your plan supports up to 3 locations. Allowed regions: eu-west-1, us-east-1, ap-southeast-1, ap-southeast-2. Upgrade to enable more, or contact support if you have questions."
