Advance Projectsveltos version to v0.47.0

Since v0.40.0 many new features have been developed by Sveltos team. To list some:

• EventSource can now match CloudEvents received over NATS/JetStream
• telegram and mail added as notification options
• enhanced dryRun now reports a detailed diff highlighting exact changes, such as added, modified, or removed fields.
• dashboard allows displaying profiles and their dependencies
