improve auto-assign tooling

One commit to add in a bunch of assignees for Wrangler associated issues. The other product's labels will be wired up shortly.

One commit to add additional logging around how successful the assigning was. If a user name is not valid or not a collaborator, the GitHub REST API quietly ignores it, rather than giving a warning or error. So we infer how well things went by comparing what we wanted to happen with what actually happened.
