Add cf dev deploy-service command which allows the adhoc deployment of services.

Install

Run cf install-plugin cfdev

This will upgrade your plugin to the latest version - v0.0.14

If you would like to manually download install the binary, you can access the latest binaries here -

cf dev start now defaults to starting with no services. Users can specify services to start with via the -s flag or they can adhoc deploy services after start.
Ensure telemetry events are collected behind proxy.
