Enables stage-1 pattern-matching/exit logic in multi-language solutions and updates starter/compiled starter comments to "TODO: Uncomment the code below...".

• Solutions (stage-1 enabled):
  • Activate match-and-exit logic in solutions/*/01-cq2/diff/** (C#, Gleam, Go, Haskell, Java, JS, Kotlin, Odin, PHP, Python, Ruby, Rust, TypeScript, Zig), including enabling contains checks, reading input, and proper exit codes; removes debug logging where present.
• Starters (comment wording):
  • Update instructional comments to TODO: Uncomment the code below to pass the first stage in compiled_starters/** and starter_templates/** across all languages (CPP, C#, Gleam, Go, Haskell, Java, JS, Kotlin, Odin, PHP, Python, Ruby, Rust, TypeScript, Zig).
