Added prescriptor filtering to make the experience more user-friendly. Now the user can select a range of outcomes they desire and will see all the policies that fulfill this criteria. Additionally, made some miscellaneous improvements to the site and added a button similar to En-ROADS to see all the actions taken.

The first release of the En-ROADS demo which is to be deployed! A web-app was created in order to demonstrate the capability of neuroevolution in the use case of optimizing energy policy. Additionally, pymoo support was added which is used in the demo.

Note: the release notes are bugged due to some git shenanigans.
