This PR changes the error type from
ValueErrortoAttributeErrorwhen a model withoutpartial_fitis passed toIncremental.fitorIncremental.partial_fit.It also test that it raises error in the 4 relevant cases ({numpy, dask} data and {fit, partial_fit} methods).
