fix: free screen interaction with hidden chat

Fixes #5688

What does this PR change?

This PR disables 2 transparent Image components in the chat root and voice chat root such that when they are hidden, the user is able to click through.

Test Instructions

Test Steps

1. Verify that if you minimize the chat you are able to interact with the mouse with stuff that is behind where the chat would be (as shown in the linked issue). An example could be the interactable stuff we have in GP
2. Verify that you are able to do the same behind where the voice chat panel would be
3. Check that both chat and voice chat panel operate as normal
