harmonized construct_xml_request_header with construct_xml_request_body and be able to bypass add_header_part_tag_wrapper to handle custom multiple headers
I have a use case where there are 2 headers for the same soap action. This code permits the override of the construction of the soap header section to allow us to customize the whole header
