feat: expose exporter for use by other applications

Addresses #220

This will allow us include x509-certifiate-exporter in another application.

Moves files from the internal package to a new one called exporter
Allows you to create a new exporter with exporter.New() and provide all the configuration options
Leaves main.go creating and serving the metrics as before
