Implement P11, P15, and P16 for enhanced export, real-time communication, and CI/CD.
This PR introduces a CLI tool for export verification and diff (P11), an enhanced notifier service with Socket.IO namespaces, backpressure, and diff-emit capabilities (P15), and an optimized CI/CD pipeline and developer experience tooling (P16). These changes aim to enable third-party validation of export integrity, improve broadcast CPU and prevent server stalls, and enhance CI speed and developer productivity.
