Rewrote some readme stuff, instructions for both docker and vs code stuff. Removed git committers plugin for good. Notes about the plugin groups.

This PR adds a VSCode Dev Container as the primary way to edit code. From a user perspective, the use of a dev container greatly simplifies setup - simply download VSCode and Docker Desktop, clone the repo, and then choose to Reopen it in a container.
