Fix: Codelabs UI was not starting due to gulpfile and task updates

Changes

• gulpfile.js in the site folder needed heavy updates given it is very behind
• updated the tasks that run during build
• added a site/codelabs folder for demo purposes

To run Codelabs UI:

• cd site && npm install
• npm install -g gulp-cli
• gulp serve --codelabs-dir=codelabs

Updated the gulpfile tasks and packages needed version upgrades in package.json file. Updated the helper functions used by gulp in /helpers/opts.js as well.
