WIP... seems to be an issue with region being passed as an argument holidays/holidays#433 |

My first attempt was to add "Juneteenth National Freedom Day" as a separate holiday, but then tests failed if it fell on the same day as "Juneteenth National Independence Day". So I thought that making the observed day "smart" would be the best way to go. |
