This pull request updates project metadata and development dependencies to keep the codebase up-to-date and maintain compatibility with the latest tools. The most important changes are grouped below:

Dependency version updates:

• Updated several development dependencies in package.json, including eslint, @typescript-eslint packages, prettier, and rollup, to newer versions for improved stability and compatibility.
• Increased the required Node.js version in the volta configuration from 20.19.2 to 20.19.4 in package.json.

Project metadata:

• Revised the description field in .cursor/rules/general.mdc to clarify its purpose as "General rules for the project".
