Patch Tester 4.4.0 Release

This release primarily adds the feature that the Apply button for pull requests is not visible for pull requests that have a label of NPM Resource Changed, Composer Dependency Changed, and RTC as these pull requests either require additional steps as running composer, Node Package Manager or is already tested. The apply button can be enabled by going to the Patch Tester global options and set Advanced to Yes.
