This PR removes the 2025 developer survey banner and survey link in the navbar as the survey is now closed.

Code Review

This PR removes the 2025 developer survey banner and survey link in the navbar from the Keras.io landing page. The changes involve modifications to theme/base.html, theme/keras_3.html, and theme/landing.html to remove the survey links and update a button on the landing page.
