statsd-client is no longer maintained and suggested us to use hot-shots. Also updated dependencies for hapi v21.

Hi there, Hapi has upgraded to v21 and
statsd-clientis no longer maintained. I updated a few things in this PR to support Hapi v21.statsd-clientdependency to now usehot-shots. statsd-client is no longer maintained, more about this here https://www.npmjs.com/package/statsd-client.@hapi/hoekand@hapi/hapidependencyHow to test
