Adds healthcheck banner.
We check the health status on any route change by
wouteror when the tab is focused.Also when status is
maintenance, the status is checked every 15 seconds via pollingWhen status is
okafter page change (or when status ismaintenanceandpollingis enabled), the banner should be hidden.When status is changed from non-
oktook- page is reloaded viawouterto refetch data.How to verify:
yarn docker:upmaintenancestatus locally without adjusting code. You can returnstatus: 'maintenance'fromsrc/utils/query-metabase-instance-status.tsand check that thepollingis enabled. When status switched frommaintenanceto other status,pollingshould be disabled
