This pull request introduces a new Azure MCP Server integration for Eclipse, primarily to support GitHub Copilot Plugin auto-configuration. The changes add a new Eclipse feature and plugin, set up their metadata and build configuration, and register the plugin with the Copilot UI extension point. Additionally, the Tycho build version is updated to support these new modules.
