OCPBUGS-62664: disable e2e snapshot tests

This reverts commit 4ad787f.

We're disabling snapshot deletion in CSI Driver to prevent data loss bug: kubernetes-sigs/azurefile-csi-driver#2563

Since this is a TP feature and the workarond breaks e2e tests we can disable them via this manifest.
