Fix Issue #1885

[AS-MCMXCIX]

Description

Fixed a bug where PathItem.createPathData() doesn't parse Arc svg commands correctly. it Doesn't fix this case because it lacks moveTo() command at the beginning and ends up with this error (and it seems like it's acting as designed):

Uncaught Error: Use a moveTo() command first

but the path data is parsed correctly. this patch also solves the rest of the cases mentioned in the issue.
