feat(PVO11Y-4936): Add initial implementation of registry exporter

Description

This PR adds initial implementation of registry exporter covering quay.io for now. In order to start with the implementation in the cluster, we need to get this shipped with o11y image.

This creates initial metrics, that will have registryType="quay.io":

• registry_test_up
• registry_successful_pull_count
• registry_total_pull_count
• registry_successful_push_count
• registry_total_push_count
