Refactor the notification system to a secure, service-oriented architecture to address insecure configurations and improve extensibility.
The previous system relied on insecure URL parameters and lacked a unified interface. This change introduces a common interface, token-based configurations for Telegram, Slack, Gotify, and Dingtalk, and ensures full backward compatibility by running both old and new systems in parallel.
