In project scoped mode, we remove account-level tools that aren't relevant. We had previously removed the
get_costandconfirm_costtools in this mode sincecreate_projectis no longer relevant, howevercreate_branchstill is relevant and cost confirmation is required for that tool.This PR adds back the following tools in project scoped mode:
get_costconfirm_costget_project(to get details about the scoped project)
