Ensure the SwiftBuild build systam has feature parity with the Native
build system as it relates to coverage.

When executing tests, we often want to see a coverage report.  This add
an HTML option.

Add debung print statements and update .swift-version

create a 'swift test coverage' command

fix swift test and swift test coverage commands

updates

Update HTML report arguments

do not stack trace if the report ocnfiguration file does not exist
