When we cancel a debug run, the remaining tests are marked as skipped instead of as failed. Follow this same logic for regular non-debug test runs to be consistent. Issue: swiftlang#1002

Description
When we cancel a debug run, the remaining tests are marked as skipped instead of as failed. Follow this same logic for regular non-debug test runs to be consistent.
