This PR adds the
setChatDescriptionmethod and addsdescriptionto Group, Supergroup, and Channel.all tests via cargo are passing but, as this is my first PR for this project, I am unsure if this will work definitively. Input would be greatly appreciated on creating tests or how to test this addition.
This PR solves issue #170
