and testing version of time windows for general stat test fixture cleanup remove not-run tests small issue with Tajimas D tests removed general stat stuff (moved to tskit-dev#3271)

This is a WIP; for now I'm just moving the python implementation in
tests/test_tree_stats.pyover here from #3266.
