hm, I think there's still some problems with GHA due to the AWS outage.. the arm64 build isn't getting a worker. I'll merge anyways though. if it doesn't work for some reason in the next few days, we can still investigate.

I tried already, but didn't work. I think it's bcs of the runner: ubuntu-latest-arm, at least it's not officially supported: https://github.com/actions/partner-runner-images?tab=readme-ov-file#available-images. I wanted to quickly commit to master to see if that helps, will do in a bit.

@SiarheiFedartsou yep that was it. just using ubuntu-24.04-arm made it work for master.
