Adds a new note advising authors to also change the roving tabindex / set the correct aria-activedescendant reference as a result of pointer interactions (clicks, taps, ...) as otherwise there will be a mismatch for users that navigate with both keyboard and pointer.

Also adds <code> ... </code> around relevant words like tabindex and aria-activedescendant

Closes #1710

<jugglinmike> Matt_King: I've added myself as a reviewer
<jugglinmike> Matt_King: I will be looking at it from the point of clarity. From an editorial standpoint: "is it saying what it says clearly?"
<jugglinmike> Matt_King: I'd like someone else to review and decide if it is saying what it needs to say
<jugglinmike> arigilmore: I can try to take a look
<jugglinmike> Matt_King: Okay, that would be helpful
<jugglinmike> Jem: I've assigned arigilmore
