This is a WIP for #7.
I took the code used for this is the example provided by Android for their NSD chat sample app. It is incredibly bare bones.
The extent of the testing is to see if it runs on an emulator. If someone happens to have multiple android phones please try it out and let me know how functional it is (or isn't).
Please don't approve this pull until we get some testing feedback.
