Simplified Chinese Documentation Translations

This PR introduces complete Simplified Chinese (zh-CN) translations for all core documentation:

Translated Files:

• Release Notes (ReleaseNotes, ReleaseNotesPreview)
• Versioning Policy (Versioning)
• Privacy Policy (Privacy)
• Sponsor Edition (SponsorEdition)
• Contributors List (People)

Key Improvements:

1. Language Selector: Added prominent EN/中文切换 at the top of each major document
2. README Update: Restructured with bilingual document links and language toggle
3. Consistent Naming: All translations follow filename_zh-CN.md pattern
4. Image Preservation: No changes to any image assets

Technical Notes:

• 1:1 correspondence with original English documents
• Focused on accurate technical terminology
• Maintained original Markdown formatting

Here are some suggestions:

• All zh-CN documents in "Documents" folder should put under "Documents\zh-CN" folder for better maintenance.
• The document language switch should be learn from https://github.com/microsoft/vcpkg/tree/2024.06.15.
• Only keep one language as possible in each document file because we have the vcpkg style navigation.
• "Documents/People.md" and " Documents/Versioning.md" should not be translated because it's actually for maintainers, which should be unique and precise.

I think you should also add the vcpkg style language switch support for documents which are localized in the "Documents" folder.

It's important to add the localized notice to all non-English documents: "This article may differ from the original English text." or similar words.
